Captain Cain was born in Starkville, MS and grew up in Terre Haute, IN. He graduated from the Rose-Hu Iman Institute of Technology in 1999 with a Bachelor of Science degree in Mechanical Engineering, earned his commission through Officer Candidate School and was designated a Submarine Officer in April 2000.
After completing the Naval Nuclear Power pipeline, Captain Cain reported in December 2001 to USS MARYLAND (SSBN 738B), at Kings Bay, GA, serving as the Reactor Controls Assistant, Chemistry and Radiological Controls Assistant and Tactical Systems Officer. While onboard, MARYLAND conducted five strategic deterrent patrols.
Captain Cain’s first shore tour in 2004 was as a student at the Naval Postgraduate School in Monterey, CA where he earned a Masters of Business Administration.
He next reported to USS BUFFALO (SSN 715), at Apra Harbor, GU as the Navigator/Operations Officer. While onboard, BUFFALO conducted multiple missions vital to national security.
In March 2009, Captain Cain relieved as the Operations Officer for Commander, Submarine Squadron FIFTEEN in Apra Harbor, GU.
Captain Cain reported to USS HARTFORD (SSN 768) in Groton, CT, as the Executive Officer in November 2012. During his tour, HARTFORD completed a EUCOM Deployment, a CNO availability, sea trials and deployment preparations.
Captain Cain completed a Masters in National Security and Strategic Studies at the Naval War College, Newport, RI, in 2015. He then reported to the Tactical Readiness Team for Commander, Submarine Force Atlantic in Norfolk, VA, as the Executive Officer in June 2015.
Captain Cain assumed command of USS HELENA (SSN 725) in Norfolk, VA, in May 2018. During his tour as Commanding Officer, HELENA conducted a major CNO availability.
Captain reported as the Military Assistant to the Administrator and Undersecretary for Nuclear Security at the National Nuclear Security Administration in Washington, DC, in February 2021.
Captain Cain assumed command of USS OHIO (SSGN 765G) in Bremerton, WA in March 2024 for his major command assignment. During his tour as Commanding Officer, OHIO completed a major CNO availability, sea trials and a SEVENTH FLEET deployment.
Captain Cain’s personal decorations include the Legion of Merit, Defense Meritorious Service Medal, Meritorious Service Medal (2), Navy Commendation Award (4), and other personal, campaign and service ribbons.
