Marine Enlisted Commissioning Education Program

The information here is meant to be a guide on what to expect and what is expected of you during your time here at NC State. It is not all inclusive and some things are subject to change.

  • Expected to be active participants in battalion
    events
  • Expected to hold billets within battalion

    Development (ROD), and the NCPR student

  • Will route up chits for any reason to miss battalion
    events via MIDN chain of command, as well as
    keeping the Active duty staff informed of critical
    information i.e. medical issues
  • Will give and receive informal/formal counseling’s
    via MIDN chain of command
  • Will inform MIDN chain of command when going
    on leave
  • Expected to demonstrate the pinnacle of enlisted
    service while working on becoming professionally
    developed, well-rounded officers
  • Will help mentor and develop Navy and Marine
    options, by utilizing your OCS and fleet
    experiences
  • Will participate in uniform inspections, giving the
    Midshipmen an enlisted uniform to inspect and
    correct
  • Maintain a GPA > 2.5

Can be tasked by staff/given appointed places of
duty

  • ex: duty van driver
  • Compliance with DoD standards and orders
  • Ex: height/weight, light duty, LIMDU
  • Expected to set the example
  • demonstrate good SNCO-ship but resolve
    issues with officer mindset

    outside the purview of MIDN chain of command
  • ex: family issues, money issues, legal issues

  • The Sailors and Marines listed above are your direct COC and are the Active Duty Staff at NC State. During your time here, you will also have a Midshipmen (MIDN) COC that will be in charge and that you should utilize in most matters. Each semester this MIDN COC will change and a new group will be placed in charge.
  • Each semester (with the exception of summer) a new MIDN COC will be put in place. As such, billets will be assigned to these MIDN and they are expected to fill those roles.
  • As a MECEP participant, you are expected to follow their direction and to help them learn the billet that they are in.
  • You will also be expected to fill billets in the MIDN COC when appointed to them. You are to be an example and are to teach and coach the MIDN on how a billet should be performed and what they should be doing.
  • The billets are ran the same as what you would see at Officer Candidate School (OCS) as most of the MIDN have yet to go there and are being trained to succeed there.
  • The billets are the same as what you would see in most commands, CO, XO, First Sergeant or Command Master Chief depending on Navy Option or Marine Option, Supply Officer, Supply Chief, etc..
  • All participants in the program are expected to have a first class Physical Fitness Test and Combat Fitness Test.
  • The standard for MECEPs’ is a 270 or above to prevent being placed on the Fitness Enhancement Program (FEP).
  • Physical Training is held by the Battalion Physical Training Officer (MIDN Billet) one day a week in the morning normally from 0600-0725 on Mondays. The FEP is held by the PTO normally from 0600-0725 on Fridays.
  • PT is a combined effort with the Navy and Marine MIDN combined and is not only meant to help keep you in shape, but to also build camaraderie between the Navy and Marine Corps. Do your best to set the example that everyone expects from a Marine Leader.
  • You are expected to PT on your own to maintain your personal fitness level. At NC State you have access to Carmichael Gymnasium which is included in your tuition to the school. You should utilize this resource as you see fit to maintain your fitness.
  • As a MECEP, you are expected to set the example as a scholar. You will maintain a Semester Grade Point Average (GPA) of at least a 2.5 or greater or you risk being disenrolled from the program.
  • You must be a full-time student at all times while you are participating in the MECEP. The minimum amount of credit hours at NC State for the spring and fall semesters to be considered full-time is 12. The minimum amount of credit hours for summer is 6. You are free to plan your classes as you see fit but are expected to attend all NROTC functions without interference.
  • All of your classes must contribute toward your degree. Courses that do not contribute will not be taken with the exception of Naval Science Courses that are required for the NROTC program. The courses you are required to take are NS 330 Evolution of Warfare, NS 430 Fundamentals of Maneuver Warfare, and NS 420 Leadership and Ethics. Additionally, you will need to sign up for NS 100 Naval Science Lab every semester which does not count for any credits.
  • MECEP selects are expected to pay out of pocket for their education. You can pay for school any way you see fit but there are resources at your disposal to pay.
  • You could use your G.I. Bill to pay for school. For more information on this, you can visit the Military and Veteran Services website for instructions on how to apply for these benefits. Also, you can contact the Military Resource Center here at NC State for more information.
  • You should apply for financial aid and scholarships while you are attending school here. Even if you do not think you need it, it could be helpful if anything unexpected occurs. You can do this through this website https://studentaid.gov/h/apply-for-aid/fafsa.
  • You will receive Active Duty pay based on your rank and Time in Grade while you are a MECEP participant. You will also receive pay such as Basic Allowance for Housing (BAH) based on your dependent status, as well as Basic Allowance for Subsistence (BAS).
  • It is up to you to manage your finances and to stay in good standing with the University. You will be responsible for paying for a parking permit for the school and should do so to avoid getting tickets.
  • From time to time the NROTC will have events that you are expected to attend. These can be at any point in time during the semester and can include working parties, cookouts, training events, and commissioning ceremonies.
  • Through the year, the Marine Option MIDN hold training events outside of regular lab and PT events. These events include Hikes, Small Unit Leadership Evaluations (SULE), and Field Exercises (FEX). These events are required for you to attend and could be on a weekend.
  • NROTC NS 100 Naval Science Lab is a required course and is normally held every Wednesday through the spring and fall semesters from 0615-0730.
  • You can put in leave if there are pressing matters that would prevent you from attending.
  • You are responsible for finding housing for you and your family.
  • While the limit is a 50 mile radius of the University, it is recommended that you live 30 minutes or less away from the school.
  • As stated, there are many events that are early in the morning and you will also need to have time to make it to your classes on time.
  • During the summer, you will be expected to check-in in person (unless your on leave) at least twice a week at the University.
  • There are several towns and cities that are nearby for you to live in such as Cary, Clayton, Knightdale, and Garner.
